Choose the reporting month in Setup. The workbook carries the prior month's budget into a newly opened month and creates that month's enabled recurring entries as Scheduled. Skipped months are not generated automatically.
Yes, with one limitation: the One Entry cells are a shared draft, so two people should not type there at the same time. Separate mobile form submissions are safer for simultaneous entry because each response has its own ID.
